Asbestos-Specific Training Requirements


The U.S. Environmental Protection Agency (EPA) and the U.S. Occupational Safety and Health Administration (OSHA) both mandate asbestos-specific training for work involving asbestos. OSHA's rules apply to all construction work and use a broad definition of construction. The EPA's regulations are based on the Asbestos Hazard Emergency Response Act (AHERA), Title II of the Toxic Substances Control Act Accreditation Program for states, which includes homes and residential apartment buildings with more than 10 units.


Additionally, the EPA enforces the Asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP), which imposes further requirements on buildings, including residential apartment buildings with more than four units. Some states extend the Model Accreditation Plan (MAP) training requirements to all buildings covered by NESHAP.
